There is some debate as to whether this power actually creates a color pool or draws a preexisting portal to you. The effect is the same either way, as a one-way color pool leading to the first layer of an Outer Plane of your choosing appears in the position you indicate. Once it has appeared the color pool persists indefinitely.
This power may only be used on the Astral Plane.
